The cross product is \(\langle0,0,1\cdot1-2\cdot3\rangle=\langle0,0,-5\rangle\) and the area is its length, \(5\). The sign does not matter: area is always positive.
The cross product of two vectors \(\mathbf u\) and \(\mathbf v\) in \(\mathbb R^3\) is the vector perpendicular to both whose length is the area of the parallelogram they span, oriented by the right-hand rule.
